The PWD tender categories that move steel pipe in UP
Four government-procurement streams account for the bulk of steel pipe demand in UP. Each runs on its own technical spec, its own pipe class default, and its own evaluation committee.
UP Jal Nigam
Water supply, rural and urban distribution, sewerage. Default pipe spec is IS 1239 (medium / heavy class GI for distribution) and IS 3589 (HSAW for the trunk mains and rising mains). BIS QCO compliance, ISI marking and MTC per heat are non-negotiable acceptance criteria.
CPWD / State PWD
Building-services water supply, fire hydrant lines, plumbing risers, internal sanitary stacks. IS 1239 Heavy Class for fire hydrants and high-rise risers, IS 1239 Medium Class for general plumbing. NBC 2016 Part 4 governs the fire-fighting categories.
UPSIDC / Industrial Areas
Industrial-estate water and fire mains, common ETP distribution piping, gas distribution. Typical mix of IS 3589 large-OD trunk, IS 1239 Heavy Class secondary, with occasional API 5L Gr B for fuel-handling sub-categories.
NHAI sub-tier
Highway drainage culvert pipes (IS 458 RCC / corrugated steel where specified), highway lighting masts (IS 875 / IS 2062), and the toll-plaza-side water and fire networks. Sub-tier procurement by the EPC contractor (L&T, Dilip Buildcon, Ashoka Buildcon, Larsen-DI, etc.).
Documentation a PWD tender requires
Six core documents land in the technical bid envelope. The evaluation committee checks each one against a published qualification checklist; a missing or expired document is a technical disqualification regardless of bid price.
- Valid BIS licence number. Mill-side BIS licence for the IS spec being supplied. Cite on the MTC and on the supplier-of-record letter.
- ISI marking on every length. Pipes physically stencilled with the ISI mark, IS spec, class and licence number. The site inspector verifies on dispatch.
- MTC per heat. Chemical composition, mechanical properties and dimensional check, keyed to the heat number on the pipe. Original, not photocopy.
- GST registration + Udyam / MSME. Verifiable on the public GST portal and Udyam portal. Most tenders ask the supplier's certificate copy.
- Audited financials (3 years). Profit-and-loss and balance sheet. Larger tenders ask for a CA-signed turnover certificate against a specific threshold (e.g., turnover not less than ₹X crore in any of the last three years).
- EMD + Performance security. Earnest Money Deposit (typically 2% of estimated cost) at bid submission; Performance Security / Security Deposit (typically 5-10% of contract value) on award. Refunded on satisfactory completion.
The four mistakes that lose PWD pipe contracts
Almost every failed PWD pipe dispatch we have seen traces back to one of these four problems. None of them are technical — they are procurement-discipline problems that catch the contractor at site inspection.
Quoting the wrong pipe class
The most common mistake. Tenders often specify 'IS 1239 Heavy Class' for fire and water mains. Quoting Medium Class to win on price gets the dispatch rejected at site, sets the security deposit at risk and burns the contractor relationship.
Sourcing from non-ISI / non-BIS-licensed mills
A mill without a current BIS licence cannot legally stamp the ISI mark on its pipes. Inspection at site catches this on the heat-number trail. Always confirm the supplier's mill source has an active BIS licence for the IS spec before committing to the BOQ.
Missing the TPI clause
Many tender BOQs include a third-party inspection clause buried in the technical specifications — typically by SGS, Bureau Veritas, Lloyds or a state-empanelled agency. Missing this until dispatch day means re-routing the consignment to the TPI yard and a multi-week delay.
GST and e-way bill mismatch
Consignee name and address on the e-way bill must match the consignee on the PO and the consignee at the site. PWD site engineers reject material with mismatched documentation as a matter of routine.
