Quality documentation should be part of the purchase specification, not assumed from a website listing. State the required material certificate, traceability, inspection, marking, test, and regulatory documents on the RFQ so they can be confirmed against the proposed manufacturer and supply source before order release.
Review the certificate against the actual material
A material certificate is useful only when its product description, standard, grade, dimensions, heat or batch reference, test results, and issuer can be tied to the material being supplied. Buyers should compare those fields with the purchase order and the physical markings or bundle identification used for traceability.
EN 10204 defines inspection-document types commonly referenced in industrial procurement. The required document type should be stated in the order rather than inferred from the product category alone.
Specify inspection requirements before quotation
- State whether buyer inspection or independent third-party inspection is required.
- Define which tests or records must be witnessed, reviewed, or released before dispatch.
- Name a required inspection body only when the project or purchase specification actually requires one.
- Include any hold points, document-approval steps, marking requirements, or pre-dispatch review conditions in the RFQ.
Treat IBR requirements as order-specific
For boiler-related work in India, the applicable Indian Boiler Regulations requirements depend on the equipment, service, material, manufacturer, inspection route, and project documentation. The responsible designer, boiler authority, or project specification should determine the required compliance path.
If IBR-related documentation is required, state it at RFQ stage so the proposed material source and certificate route can be checked before a commercial offer is accepted.
Define acceptance before dispatch
- Product standard, grade, dimensions, tolerances, and supply condition.
- Required certificate and traceability references.
- Applicable dimensional, mechanical, pressure, NDT, visual, or supplementary tests.
- Inspection and document-release responsibilities.
- Procedure for handling a documented non-conformance against the purchase order.
