A BIS Quality Control Order (QCO) is a Government of India notification that makes BIS (ISI) certification mandatory for a specified product or product group. The QCO regime for steel products is rolling out in phases under separate notifications, covering more IS standards over time. Once a QCO is in force for a steel-pipe specification, every manufacturer, domestic or imported, must hold a live BIS licence, and the goods must carry the ISI mark before they can be sold from Kanpur or supplied against an Indian tender.
What is a Quality Control Order, exactly?
A QCO is a statutory instrument under the BIS Act, 2016 that converts a previously voluntary IS standard into a mandatory certification regime for the products it covers. The notification names the IS standard, specifies the effective date, and identifies the administering Ministry. From the effective date onward, every batch of the covered product must be made by a BIS-licensed manufacturer and carry the ISI mark, the familiar triangular "ISI" impression, on the goods, packaging and accompanying documentation.
The regime exists for two stated reasons. First, it protects Indian end-users from sub-standard material in critical-use product categories. Second, it levels the field between compliant domestic mills and importers who would otherwise route non-conforming stock through Indian ports. Steel products, particularly pipes, hollow sections, structural feedstock and water-supply pipework, are a priority product family in the rolling QCO programme administered through the Ministry of Steel and the Ministry of Consumer Affairs.

Who the QCO touches and who it leaves alone
PWD and Jal Jeevan Mission bidders feel the QCO first, since tender committees check BIS licences at the stage required by their tender. Stockists and dealers should then verify whether each offered product is within a live notification and, if so, whether its required licence and marking evidence match the product and source. Imported products require the applicable BIS foreign-manufacturer route where the live QCO makes it necessary.
Do not treat boiler-grade tubes or plain commercial tubes as automatically inside or outside every QCO. Verify the notified product scope and the exact order line. If the item also falls under a boiler-regulatory route, apply the component-specific form: III-A for steam pipes, III-B for tubes, or III-C for boiler mountings and fittings, as confirmed by the competent authority.
How Kanpur PWD bidders check a QCO-covered consignment
Two checks turn a Kanpur PWD or Jal Jeevan Mission procurement team from passive recipient into active verifier:
- BIS licence number on the mill MTC. The licence is formatted as
CM/L-<number>and printed alongside the mill name and the IS standard reference. Cross-check the number against the live BIS licence portal; lapsed or suspended licences are the most common QCO failure mode, and they are easy to spot before booking transport. - ISI mark physically applied to the goods. The familiar triangular "ISI" impression must appear on the pipe itself, as a paint stencil or embossed mark, and on bundle tags. A pipe whose MTC references a BIS licence but whose body has no ISI mark is a non-conforming consignment and is liable to rejection at site inspection.

RFQ checklist for QCO-covered pipe
Put the QCO evidence on the PO itself so the supplier cannot treat it as optional. The list below extends the two checks above into a full order line that matches the site price lists, where MS ERW bands run Rs 47 to 70 per kg and GI bands run Rs 57 to 86 per kg. Treat those figures as dated budget references and confirm current stock, tax, freight and delivery terms in writing.
- IS number with class and grade. For example IS 1239 Part 1 medium class, YST 240, or IS 3589 for mains above 150 mm NB.
- Size with length and ends. NB with OD in mm, 6 m standard lengths (4 m and 5 m where cutting waste matters), plain end or threaded and coupled.
- BIS licence line. Require the CM/L number on the quotation and the MTC, with ISI marking on the pipe body and bundle tags.
- Certificate and witness. State the inspection document, traceability, test evidence, and witness or hold points required by the tender. An IBR form does not generically replace that set; choose III-A, III-B, or III-C from the actual component and approved route.
- Delivery basis. Ex-warehouse Kanpur or delivered site, destination, needed date, and packing with heat marking. Confirm bands on the MS price list and the GI price list before budgeting.
What happens if a contractor uses non-QCO pipe on a tender
If a live QCO applies, material without the required licence, marking, or conformity evidence may be non-compliant and may fail contractual acceptance. The commercial consequence, whether hold, rejection, replacement, payment deduction, penalty, or another remedy, depends on the tender and applicable law. Record the licence check and ask the contract administrator or legal adviser to interpret remedies instead of presenting one outcome as automatic for every public-works contract.

Worked example: checking a consignment before payment
Take 80 NB medium class ERW from the site weight table: OD 88.9 mm, wall 4.0 mm, theoretical mass 8.37 kg per m and 50.2 kg per 6 m length, from W equals OD minus wall, times wall, times 0.02466. Sixty lengths give 60 times 50.2 kg, which is 3012 kg or about 3.01 MT.
The 80 NB medium band runs Rs 52 to 58 per kg, so material budgets at Rs 156,624 to Rs 174,696 before legally applicable tax and other charges. Before releasing that payment, match the CM/L number on the MTC sample against the BIS portal, count the ISI stencils on the bundle, and weigh one length against the 50.2 kg figure within mill tolerance.
Site inspection points that catch fakes early
In practice the fakes give themselves away at unloading when the buyer knows where to look. Stencils read like stickers rather than mill paint, bundle tags carry one heat number while the pipes show several, and the MTC quotes a licence that the portal shows as lapsed.
- Stencil check. ISI mark with IS number and class plus mill name on the pipe body, not only on the tag.
- Licence check. CM/L number on the MTC matches the BIS portal for that mill and IS number.
- Weight check. One random length weighed against the site weight table within tolerance; zinc-coated lots allow the 3 to 6 percent uplift.
- Paper check. Heat numbers on pipes and tags agree with the MTC before the truck is released.
How the QCO regime sits alongside IBR
The BIS QCO regime and the Indian Boiler Regulations regime target different product families and should not be conflated. BIS QCO covers general-purpose steel pipe under IS-prefix standards (water, gas, sewage, hollow sections, casing). IBR covers boiler-grade material under an approved boiler design and regulatory route. Do not infer that an SA or ASTM designation always displaces an applicable QCO, or that Form III-C covers every boiler material.
