Form III-C is the prescribed manufacture-and-test certificate for boiler mountings and fittings. It is not a universal final certificate for every boiler component. The official forms index assigns Form III-A to steam pipes and Form III-B to tubes. A Kanpur buyer should therefore identify the actual component first, then reconcile the correct form with the purchase order, approved drawing, product marking, test records, and authorised sign-off.
Current statutory context: the Boilers Act, 2025
The current parent statute is the Boilers Act, 2025 (Act 12 of 2025). The official DPIIT notification brought it into force on 1 May 2025. Section 45 repealed the Indian Boilers Act, 1923 and preserves existing regulations, approvals, certificates and other actions until they are replaced or otherwise dealt with under the new Act. That is why buyers may still encounter forms headed under the Indian Boiler Regulations, 1950 while the governing Act is now the 2025 Act.

Form III-C is a product category, not a stage
Forms III-A, III-B, and III-C are easy to misread as a sequence, but the current official index describes three different product categories. A pipe does not progress from III-A to III-B to III-C. Instead, the supplied item determines which form applies. Supporting records may still be required under the approved inspection plan, but they do not change the form category.

What to reconcile on Form III-C
Read the completed form against the current official template, the approved drawing, and the specification for the exact mounting or fitting. A valve, feed check, blow-down fitting, or other mounting may have different required particulars, so a generic checklist cannot replace the prescribed form or the authority-approved inspection plan. These receiving checks help expose mismatches before the component reaches installation.

- Manufacturer and worksRecord the manufacturer and works identity exactly as shown on the official certificate and approved supply documents.

Verify the authority and sign-off
Do not accept an inspection logo or familiar company name as proof by itself. The party signing or endorsing the certificate must be authorised for the applicable scope under the current regulatory route. Recognition and scope can change, so use the current official record and the destination boiler authority.
- Check identity and scope. Record the legal name shown on the certificate and confirm that the authority or signatory is recognised for the relevant component and inspection activity. Similar names are not evidence of the same approval.
- Check the completed form. Confirm the signature, stamp, date, component description, referenced drawing or specification, and any certificate or approval identifier required by the form. An unsigned or scope-mismatched document should be queried before acceptance.
The buying file should preserve the evidence used for this check. Ask the competent authority when the recognition record, maker approval, component classification, or destination-state process is unclear. How Kanpur buyers specify the right IBR form
Begin with the item on the approved bill of materials. Steam pipe, tube, and boiler mounting or fitting are different form categories. For example, an enquiry for sugar-mill boiler tubes should not request III-C by habit: the official index assigns tubes to Form III-B. Use this workflow for a Kanpur project:
- Step 1: Classify the component. Decide whether the item is a steam pipe, tube, or boiler mounting/fitting. The official forms are product categories, not stages in one certificate hierarchy.
- Step 2: Choose the matching form. Use Form III-A for steam pipes, Form III-B for tubes, and Form III-C for boiler mountings and fittings. Confirm applicability with the approved drawing and boiler authority.
- Step 3: Freeze the inspection plan. Agree the product specification, drawing, traceability, tests, witness points, Inspecting Authority, and document route for the exact component.
- Step 4: Reconcile the completed record. Match the official form with the component marking, material records, test reports, packing list, and purchase order. Extra attachments do not cure a wrong product category.
- Step 5: Confirm release before installation. Resolve missing signatures, lot mismatches, unclear alterations, or authority queries before installation. Commercial dispatch alone does not prove regulatory acceptance.
RFQ checklist for a mounting or fitting
Write the enquiry so that the commercial description and the regulatory description point to the same component. Do not paste a boiler-tube document clause into a valve or fitting enquiry. If a drawing or boiler schedule governs, identify its revision and have the competent engineering and boiler authorities confirm the applicable document route.
- Component and duty. State the mounting or fitting type, service, quantity, connection and location in the approved assembly.
- Drawing and specification. Include the approved drawing number and revision, material designation, size, rating or class, end connection, and applicable standard.
- Document plan. State Form III-C only where the item is a boiler mounting or fitting and the approved route requires it. List supporting material and test records without claiming that one generic MTC type always suffices.
- Traceability and acceptance. Define physical marking, packing-list references, inspection hold or witness points where agreed, destination state, and the named party who will review documents before installation.
Worked example: receiving a boiler fitting
Suppose a Kanpur plant orders a boiler stop valve against an approved drawing. The purchase description, drawing revision, nominal size, pressure class, connection, material, maker, and quantity should agree across the order, packing list, component marking, and Form III-C. If the form describes a different size or fitting, a matching invoice does not cure the traceability gap.
At receipt, quarantine any unit whose permanent marking is illegible or inconsistent. Compare certificate references with the supporting material and test records required by the approved plan, then record the review. Do not calculate tax from a hard-coded rate or accept a component merely because its weight appears plausible. Pricing, tax, freight and delivery timing belong in a current written quotation; regulatory acceptance belongs with the competent authority.
Common procurement mistakes
These errors can leave an apparently complete file unusable at inspection or installation:
- Using III-C as a universal final form. Form III-A, III-B, and III-C identify steam pipes, tubes, and boiler mountings/fittings respectively. Select by component, then confirm the current route with the competent authority.
- Substituting one document for another. A mill test certificate reports results under its stated inspection-document basis; it is not automatically the prescribed IBR form. - Assuming a universal certificate shelf life. The official form does not establish a blanket six-month validity rule. For older stock, assess condition, marking, traceability, approval status, and any current authority requirement instead of inventing an expiry date.
