IS 3589 is what a Kanpur buyer specifies once the design leaves the NB series at 168.3 mm OD and above. Kanpur and Unnao JJM trunk mains use Fe 330, Fe 410, or Fe 450 with a project wall, not an IS 1239 class. Write OD, wall, grade, and coating as separate RFQ lines. Bartan Bazar trunk-main offers are ex-warehouse Kanpur, GST 18% extra as the budgeting basis; the tax invoice applies the rate in force.
In detail
IS 3589:2001 is the Bureau of Indian Standards specification titled Steel Pipes for Water and Sewage (168.3 to 2540 mm Outside Diameter). The May 2020 product manual records four amendments and groups manufacture as seamless, ERW, or SAW in grades Fe 330, Fe 410, and Fe 450. Wall, lining, coating, ends, and hydraulic-test details come from the purchased edition and the order. The standard is not IS 1239 class tube, not API 5L line pipe, and not a boiler specification. Kanpur and UP municipal tenders use it once the design leaves the small-bore NB series.
What IS 3589 is, and what it is not
IS 3589:2001 covers steel pipes for water and sewage in the OD range printed on the BIS product manual: 168.3 mm to 2540 mm. Construction on that manual is grouped as seamless, ERW, or SAW. The licence scope also records plain ends and optional galvanizing.
Grades are Fe 330, Fe 410, and Fe 450. Those names are tensile-strength grades on the site standards page: 330 MPa, 410 MPa, and 450 MPa minimum tensile. They are not the YST 210 / 240 / 310 family used on IS 1239 and IS 1161.
IS 3589 is not small-bore plumbing tube. It is not API 5L oil-and-gas line pipe. It is not SA210 boiler tube. Cement-mortar lining, 3LPE, epoxy, bitumen wrap, or PU must be written as separate purchase lines.
IS 1239 Part 2 covers wrought-steel pipe fittings, not these larger tubes. Order fittings on their own specification.
Who should specify IS 3589, and who should stay on IS 1239
Specify IS 3589 for trunk mains, rising mains, sewage force mains, irrigation laterals, raw-water intake, and slurry lines once OD reaches 168.3 mm. Kanpur Nagar Nigam and Unnao JJM consultants use it when the design leaves the NB series.
Stay on IS 1239 for water, gas, plumbing, and most fire GI. The standard covers 6 mm to 150 mm NB; RP Sales stocks 15 to 150 mm NB. A 150 NB Heavy house-connection lot is not a 168.3 mm OD project pipe. See IS 1239 versus IS 3589.
Do not put IS 3589 on a Panki steam header or a Dada Nagar cylinder barrel. Those duties use A106 or precision tube. Do not offer API 5L as a silent substitute on a municipal BOQ.
Borewell casing follows IS 4270 on this site, not IS 3589, even when OD looks similar.
IS 3589 grades and routes for UP water mains
Copy the grade from the approved design. The table restates the site standards page and the May 2020 product-manual grouping. Tensile minima are repository comparison data, not a pressure rating.

A higher Fe grade does not replace wall selection. Design pressure, surge, trench, and corrosion allowance still set thickness. Galvanizing, when ordered, follows IS 4736 on Clause 16.2 of the product manual.
How to specify IS 3589 on an RFQ
A line that says only IS 3589 pipe can mean bare ERW at 168.3 mm or coated spiral SAW at a much larger OD. Those are different products. Write one pipe and one protection package.
- Standard: IS 3589:2001, plus any tender amendment the BOQ cites.
- OD: 168.3 mm to 2540 mm as listed by BIS. Write the millimetre OD, not only DN.
- Wall: explicit thickness, or the project class the designer used. Do not write Sch 40 unless the drawing uses that wall.
- Grade: Fe 330, Fe 410, or Fe 450 exactly as designed.
- Process: ERW / HFIW, LSAW, or SSAW.
- Length: single or double random, and the site handling limit.
- Ends: plain, bevel to the laying spec, or the joint the trench will use.
- Coating and lining: system, thickness, holiday test. Not assumed from the steel number.
- Documents: MTC 3.1, hydrotest or agreed NDT, coating report. TPI if the municipal engineer names SGS, Bureau Veritas, Lloyds, or TUV.
- Delivery: metres or MT, ex-warehouse Kanpur or site. GST 18% extra.
Worked bare-steel mass at 219.1 mm OD
IS 3589 does not assign one wall to 219.1 mm OD on this site. When a drawing uses the site schedule-chart 8 inch Sch 40 wall of 8.18 mm, plain-end mass for a trunk-main row comes from (OD − t) × t × 0.02466 kg/m before any coating.
W = (219.1 − 8.18) × 8.18 × 0.02466 = 210.92 × 8.18 × 0.02466 = 42.55 kg/m. One 6 m pipe is 255.3 kg before lining or coating. Twenty lengths are 20 × 255.3 = 5,106 kg, about 5.11 MT.
The seamless price list 8 inch Sch 40 band is ₹74-90 per kg ex-warehouse Kanpur as of 24 May 2026. That steel-only line is 5,106 × 74 = ₹3,77,844 to 5,106 × 90 = ₹4,59,540 before GST, freight, lining, and coating. A coated SSAW municipal lot is a different quotation.
Cement-mortar lining and 3LPE add mass this steel formula does not include. Use the project wall for procurement and compare finished mass with the mill and coating records.
Common IS 3589 mistakes on UP tenders
In practice, the first failure is writing Fe 490. The product manual and the site standards page list Fe 330, Fe 410, and Fe 450. Fe 490 is not the IS 3589 grade set.
The second failure is filling a 168.3 mm OD main with 150 NB IS 1239 stock. The site class-weight rows and the price lists both give 150 NB as 165.1 mm OD, and IS 3589 begins at 168.3 mm OD. The two mouths do not match.
The third failure is accepting bare pipe against a lined-and-coated BOQ. Holiday tests then fail after field welding because field-joint protection was never bought.
The fourth failure is taking hydrotest pressure from an IS 1239 5 MPa certificate and writing it onto an IS 3589 Clause 10 line. Each standard has its own test.
Standards and compliance for IS 3589
The governing document is IS 3589:2001. The May 2020 product manual (PM/IS 3589/1) titles it Steel Pipes for Water and Sewage (168.3 To 2540 mm Outside Diameter) and records four amendments.
Clause 8 covers chemistry. Clause 9.1 is tensile, 9.2 flattening, 9.3 guided bend for SAW. Clause 10 is the hydraulic pressure test on each pipe; NDT may replace it when the manufacturer and purchaser agree. Clause 12 covers tolerances on length, diameter, thickness, straightness, ovality, and mass. Clause 16 covers optional protective coating and galvanizing to IS 4736. Clause 17 covers joints and ends.
A control unit on that manual is tubes of the same size, type, and grade, made from the same cast or heat, on one mill, in one day. The test certificate carries the Standard Mark, the cast or control-unit number, and the test results.
This is not an IBR material. Form III-A, III-B, and III-C stay on steam pipe, tubes, and mountings. Keep those forms off a municipal water-main PO unless a boiler item sits on the same order.
Buying IS 3589 pipe in Kanpur
Kanpur and Kanpur Dehat water-main work treats this as project pipe, not as a 50 NB plumbing class. Unnao rising mains and Lucknow municipal laterals that name 168.3 mm OD and above belong on this specification. The Bartan Bazar / Basanti Nagar (208014) yard is the enquiry point.

Large-OD coated pipe is mill-direct more often than yard stock. The glossary lead-time entry lists 14-21 days for mill-direct standard grades. Lining and TPI add their own windows on that same entry.
Coating and lining as separate lines
The steel standard does not pick the corrosion package. Write cement-mortar lining, 3LPE, fusion-bonded epoxy, bitumen wrap, or polyurethane on its own line with thickness and holiday-test voltage.
Galvanizing, when the purchaser actually wants zinc, follows IS 4736 under Clause 16.2. The amended IS 4736 minimum zinc mass used on this site is 360 g/m². That finish is uncommon on large-OD buried mains; most UP trunk lines use a specified coating system instead.
Field-joint protection must match the factory coating. A holiday test after welding fails when the shrink sleeve or mortar collar was never in the BOQ.
ERW versus SAW on a Kanpur water main
ERW and HFIW suit the lower end of the OD range when the mill can form the wall. Longitudinal SAW and spiral SAW take over as diameter and wall grow. The product manual groups those routes for licence scope; the designer still names the process on the drawing.
Flattening applies to ERW and to seamless. Guided bend applies to SAW. Do not accept a flattening report as the SAW bend. Ask for the test the process requires.
API 5L PSL 2 is a different test set. Use it on oil and gas transmission. Use IS 3589 on the municipal water and sewage BOQ unless the tender writes a permitted substitute.
Dispatch of large-OD pipe from Kanpur
Large-OD lengths need a vehicle and a crane the site can actually use. State unloading access on the RFQ. A 6 m 219.1 mm pipe at 255.3 kg bare steel is a different lift after cement-mortar lining.
Tag OD, wall, Fe grade, heat or control unit, and coating system. Mixed loads with IS 1239 plumbing tube are possible only when the large-OD mouths are protected and the documents stay in two packs.
Large-OD water-main loads leave the Kanpur yard toward Uttar Pradesh, Bihar, Madhya Pradesh, Delhi NCR, and Uttarakhand. Patna and Gorakhpur mains still need the lining records in the same envelope as the MTC.
Where you'll meet this in procurement
You will meet IS 3589 when a buyer, consultant, or mill quote names a governing specification. Confirm which revision applies, what tests the standard requires, and whether the grade on the MTC actually matches the IS 3589 call-out on the RFQ before you lock commercial terms.
