Form III-C is the IBR manufacture-and-test certificate for boiler mountings and fittings. Kanpur sugar-mill outages around Panki, about 12 km from the Bartan Bazar yard, often mix valves, steam pipe, and generating-bank tubes on one list. The official forms index maps those lines to Form III-C, Form III-A, and Form III-B. The Boilers Act, 2025 has been in force since 1 May 2025.
In detail
Form III-C is the Indian Boiler Regulations certificate of manufacture and test for boiler mountings and fittings. The official forms index assigns Form III-A to steam pipes and Form III-B to tubes. The Boilers Act, 2025 has been in force since 1 May 2025; Section 45 keeps earlier regulations and forms in force until replaced. Match the form to the component, approved drawing, lot identity, tests, and Inspecting Authority stamp.
What Form III-C is, and what it is not
Form III-C is a component certificate. The DPIIT-hosted Indian Boiler Regulations forms index titles it the certificate of manufacture and test of boiler mountings and fittings. It names the maker, the works, the component, the drawing or specification, size or rating, material, quantity, identifying marks, tests, and the Inspecting Authority stamp.
It is not a steel grade. It is not an EN 10204 mill certificate. It is not a blanket stamp that turns ordinary stock into a registered boiler part. A valve, a safety valve, a water-level fitting, or another approved mounting carries Form III-C when that is the prescribed route.
Form III-A is the certificate of manufacture and test for steam pipes. Form III-B is the certificate of manufacture and test for tubes. The three labels are product categories. They are not raw, in-process, and final stages of one heat.
The parent statute is now the Boilers Act, 2025, Act No. 12 of 2025. The commencement notification S.O. 1943(E) appointed 1 May 2025. Section 45 repealed the Indian Boilers Act, 1923 and preserves prior regulations, appointments, proceedings, and actions so far as they are not inconsistent with the new Act.
Who needs Form III-C, and who needs III-A or III-B
Ask for Form III-C when the approved drawing classifies the item as a boiler mounting or fitting: stop valves, safety valves, feed check valves, water gauges, and similar registered fittings. Copy the drawing number, rating, and material onto the RFQ.
Ask for Form III-B when the line is a boiler or superheater tube. Kanpur buyers of SA192 generating-bank tube and SA210 water-wall tube stay on III-B. Alloy SA213 T11 or T22 stays on III-B as well.
Ask for Form III-A when the line is a steam pipe. An ASTM A106 or SA-106 spool inside the approved boiler boundary is a pipe line, not a mounting line.
Do not stamp Form III-C across a PWD water BOQ, a JJM house connection, a fire hydrant, or a Dada Nagar hydraulic barrel. Those duties follow their own product standards. The 2025 Act also lists exclusions, including a pressure vessel below 25 litres capacity or below one kilogram per square centimetre design and working gauge pressure; the competent authority classifies the actual equipment.
Forms III-A, III-B, and III-C side by side
Split a mixed outage list before anyone prices steel. The table restates the official forms index so a Kanpur buyer can assign one form per line.

A Type 3.1 or 3.2 inspection document under EN 10204 sits beside the prescribed form. It does not replace it. Extra attachments do not cure a wrong product category.
How to specify a mounting or fitting on an RFQ
Write the component first. A line that says only IBR material produces a tube offer with Form III-B attached to a valve tag. Send the approved drawing or the material schedule with the RFQ.
- Component: stop valve, safety valve, feed check, water gauge, or the drawing name.
- Form: III-C for that mounting or fitting. Write III-B on any tube line and III-A on any steam-pipe line in the same package.
- Specification and rating: copy the approved designation, size, class or pressure rating, and material.
- Quantity and identification: piece count, drawing revision, and the lot or serial marks the inspector will read.
- Inspecting Authority: the organisation the competent authority accepts for that component and works. Do not treat a trading logo as recognition.
- Supporting papers: material records, test reports, and the inspection-document type the ITP names. EN 10204 3.1 is the mill sheet RP Sales already issues on steel dispatches; 3.2 adds a named third-party countersignature.
- TPI hold: SGS, Bureau Veritas, Lloyds, or TUV when the ITP names one of those agencies, or the buyer-nominated IBR Inspecting Authority.
- Delivery: ex-warehouse Kanpur or the mill works named on the form. GST 18% extra on the invoiced steel or valve value.
Worked example: forty 6 m SA192 tubes plus four stop valves
A Bundelkhand sugar mill sends one outage list: 40 lengths of 6 m SA192 tube at 50.8 mm OD by 3.6 mm minimum wall, plus four stop valves. Theoretical mass uses (OD − t) × t × 0.02466 kg/m. Substituting 50.8 and 3.6 gives 47.2 × 3.6 × 0.02466, which is 4.19 kg/m. Forty lengths are 40 × 6 × 4.19 = 1,005.6 kg.
The boiler tube price list band for 50.8 × 3.6 mm SA192 is ₹105-128 per kg ex-warehouse Kanpur as of 24 May 2026. The tube steel line is 1,005.6 × 105 = ₹1,05,588 to 1,005.6 × 128 = ₹1,28,717 before tax and freight. That arithmetic prices the tube heat. It does not register the valves.
The tubes take Form III-B. The four stop valves take Form III-C. Any steam-pipe spool on the same truck takes Form III-A. File three document packs, not one III-C envelope stamped across the lot.
Common mistakes on Form III-C procurement
In practice, buyers write Form III-C required on every boiler line. The inspector then finds a tube heat carrying the wrong form. The official index never assigned III-C to tubes.
A second failure treats an EN 10204 3.1 sheet as the IBR form. The mill certificate reports chemistry and mechanicals. The prescribed form is the statutory manufacture-and-test record for that component category.
A third failure accepts an old recognition photocopy. Verify the Inspecting Authority against current official records for that product, works, and activity.
A fourth failure lets marking, the packing list, and the form point at three different lots. Reconcile the physical stamp, the heat or serial, and the certificate before the truck leaves.
A fifth failure installs a fitting while a field is blank, altered, or illegible. Resolve the gap with the competent authority before erection.
Standards and compliance for Form III-C
The current parent law is the Boilers Act, 2025. The Gazette text hosted by DPIIT is Act No. 12 of 2025. S.O. 1943(E) appointed 1 May 2025 as the commencement date. The Act's repeal-and-savings provision (Section 45) keeps the existing regulations and forms in force until replaced.
The Indian Boiler Regulations, 1950, and the official forms continue through that savings clause. The forms index is the direct source for the three titles: III-A steam pipes, III-B tubes, III-C boiler mountings and fittings.
Material selection still sits on the approved drawing: SA192, SA210, SA213, SA-106, or another accepted designation. The form does not pick the grade. The grade does not pick the form.
EN 10204:2004 Type 3.1 and Type 3.2 remain commercial inspection documents. See MTC and TPI. Keep them in the same envelope as the correct IBR form, not as a substitute.
Form III-C on Kanpur sugar-mill outages
Panki fabricators and the central-UP sugar belt buy mountings beside tube heats in the same shutdown window. Split the bill of materials at the RFQ so the valve maker and the tube mill each receive the form that matches their component.
Intra-city collection to Panki can leave from the Bartan Bazar / Basanti Nagar (208014) yard once the papers match the pieces. Outstation mills in Lucknow, Prayagraj, and Bareilly should name the PIN and the unloading bay; a valve crate and a tube bundle do not share the same handling plan.

Steel invoices on those outage lines carry GST 18% extra. Valve invoices follow the HSN and tax the supplier prints; keep the two tax lines separate from the IBR form.
Document pack versus mill certificate versus TPI
Three papers travel with a registered component. The prescribed IBR form proves manufacture and test under the Inspecting Authority. The mill or maker certificate reports the material results. A TPI release records a named hold or witness when the ITP asked for one.

RP Sales issues an MTC with each steel dispatch. Order the IBR form and any TPI hold on the same RFQ so the envelope is complete before loading.
Lead time when an Inspecting Authority must sign
The glossary lead-time entry lists 3-7 days for stock items, 14-21 days for mill-direct standard grades, and 21-30 days for mill-direct alloy grades such as SA213 T11/T22. Authority attendance sits on top of those bands. Ask the offer to name the inspection window for that component.
A tube heat already rolled cannot receive Form III-C by rewriting the title. If the item is a tube, the mill issues Form III-B. If the item is a mounting, the maker issues Form III-C. Starting the wrong form after allocation wastes the shutdown calendar.
TPI by SGS, Bureau Veritas, Lloyds, or TUV is coordinated when the RFQ names the agency. The buyer-nominated IBR Inspecting Authority remains the statutory signatory on the form itself.
Receipt checks before a mounting leaves the yard
Read the form against the physical item. The component description, size or rating, material, quantity, and identifying marks must match the purchase order, the packing list, and the stamp on the body.
Reject a form that names a tube specification on a valve line, or a valve description on a tube bundle. Reject an illegible alteration. Reject a signatory the destination boiler authority does not recognise.
Keep the form with the owner's controlled set after erection. The Boilers Act, 2025, still governs use, repair, and alteration; losing the certificate is not a storekeeping detail.
Where you'll meet this in procurement
You will meet IBR Form III-C when a buyer, consultant, or mill quote names a governing specification. Confirm which revision applies, what tests the standard requires, and whether the grade on the MTC actually matches the IBR Form III-C call-out on the RFQ before you lock commercial terms.
