Why buyers confuse IS 1161 and IS 1239
Both IS 1161 and IS 1239 are common Bureau of Indian Standards product specifications for circular mild-steel tubes made primarily by the ERW route. They share similar nominal-bore size bands in everyday trade and often sit in the same warehouse rack. That visual similarity is exactly why procurement mistakes happen: a site engineer orders “MS pipe” by NB size, the supplier ships whichever stock moves, and the inspecting authority later rejects the lot because the BOQ named the other standard.
The standards answer different questions. IS 1239 (Part 1) is written for mild steel tubes intended for conveyance of water, gas, sewage and similar fluids. Its buyer language is wall class — Light, Medium or Heavy — tied to hydrostatic test requirements and service leak-tightness. IS 1161 is written for steel tubes for structural purposes. Its buyer language is yield-strength grade — YSt 210, YSt 240 or YSt 310 — tied to mechanical properties for load-bearing design. Same family of circular hollow sections in the market, different governing purpose.
PWD, CPWD, MES and private EPC drawings cite the two standards differently. Scaffolding, tubular structures, purlins, handrails designed as members, and many fabrication frames point to IS 1161. Plumbing risers, fire water (where MS is still used), compressed air headers, gas distribution (non-critical) and general utility conveyance point to IS 1239. Treating them as interchangeable “MS pipe” is the fastest way to fail material inspection on a government site.
What IS 1239 covers: classes, sizes and hydrotest
IS 1239 Part 1 covers welded mild steel tubes for water, gas and sewage conveyance in the familiar NB series. Common commercial coverage for Part 1 runs from about NB 15 through NB 150 (smaller NB sizes also exist in the standard family). The buyer selects a wall class — Light, Medium or Heavy — which sets wall thickness for each NB and drives pressure capability and weight per metre.
Trade practice on many Indian yards marks classes with paint colour bands: Light often yellow, Medium blue, Heavy red. That colour coding is trade practice for identification in stockyards and on site, not a substitute for the mill mark, stencil and mill test certificate. Always verify class on the MTC and pipe marking, not by colour alone.
Hydrostatic testing is central to IS 1239 supply for conveyance duty. The standard’s hydrotest expectations (class-linked factory test pressures in the light / medium / heavy series) exist because the tube is expected to hold fluid without leaking. Buyers should demand hydrotest confirmation on the MTC or inspection report, along with dimensions, mass and end finish (plain, beveled, threaded and coupled as ordered). For GI duty, galvanizing specification and coating mass must also appear in the PO if zinc-coated tube is required.
What IS 1161 covers: grades, structural intent and mechanical emphasis
IS 1161 covers steel tubes for structural purposes, primarily circular sections used as load-bearing or framing members. Designation is by yield-strength grade: YSt 210, YSt 240 and YSt 310 are the grades buyers will see on drawings and BOQs. Those numbers relate to minimum yield strength levels the structural designer uses for member capacity, not to a water-service “class” of wall.
Manufacturing is still commonly ERW for the bulk of commercial IS 1161 tube, so the process looks familiar. The difference is the property and testing emphasis: tensile and yield verification, dimensional tolerances for structural fit-up, and documentation aligned to structural steel procurement. Leak-tight fluid conveyance and mandatory conveyance-class hydro logic of IS 1239 are not the design intent. Using IS 1161 on a pressurised water line because “the thickness looks similar” is not a valid engineering substitution.
Typical applications include scaffolding systems (to the grades and sizes the scaffold designer allows), industrial sheds, pipe racks and supports when designed as CHS members, handrails and balustrades under structural notes, machinery frames, and general fabrication where the drawing cites IS 1161. If the drawing instead shows a fluid service and names IS 1239 Medium or Heavy, structural-grade tube is the wrong product even when the OD matches.
Designation, testing and how substitution fails inspection
Write the PO using the standard’s own language. For water and gas: “IS 1239 Part 1, Medium class (or Light/Heavy), NB × length, black or GI, ends as required, hydrotested, MTC EN 10204 3.1.” For structure: “IS 1161, YSt 240 (or YSt 210 / YSt 310), NB or OD × thickness as drawing, length, black or painted, mechanical properties per standard, MTC 3.1.” Mixing class words onto IS 1161 or YSt grades onto IS 1239 signals that the buyer has not read either standard and invites wrong supply.
Testing emphasis follows purpose. IS 1239 conveyance packages revolve around hydrostatic integrity, correct class wall, and marking. IS 1161 structural packages revolve around grade mechanicals and dimensional conformity for fabrication. Third-party inspection on PWD/CPWD jobs will check the BOQ wording against the MTC standard number. A lot stamped and certified to IS 1161 cannot be accepted against an IS 1239 line item without a formal variation — and the reverse is also true.
Common failure modes in Indian procurement: (1) contractor buys IS 1239 Medium for scaffolding because it was cheaper in the market that week — rejected when structural grade was specified; (2) fabricator uses IS 1161 stock for a water header because NB matched — fails hydro or document review; (3) RFQ says only “MS pipe 50 NB” with no standard — three suppliers quote three different products and the lowest price is not comparable. Always name standard + class or grade + NB + length + finish + certificate type before comparing rates.
Practical selection, tenders and PO examples
Selection rule of thumb: if the tube’s job is to carry load as a member, start with IS 1161 and the YSt grade on the structural drawing. If the tube’s job is to carry fluid, start with IS 1239 and the Light/Medium/Heavy class required by the service and local practice (Medium is the default workhorse for many water and utility lines; Heavy where the schedule or pressure demands it). Scaffolding boards and standards follow the scaffold design and IS 1161 grades allowed; plumbing and fire-water MS lines follow IS 1239 classes.
For PWD and CPWD packages, copy the BOQ text exactly into the purchase order. Do not “improve” the standard without the engineer’s written change. For private industrial jobs, ask the consultant whether the line is structural CHS or pressure/utility conveyance before floating the RFQ. A slightly higher rate for the correct standard is always cheaper than rejection, re-supply and idle labour after inspection.
PO line examples. Structural: “Circular steel tubes IS 1161 YSt 240, 50 NB × wall as per IS / drawing, 6 m SRL, black, plain ends, MTC 3.1, quantity as BOQ.” Water service: “Mild steel tubes IS 1239 Part 1 Medium class, 50 NB, 6 m, black / GI as BOQ, plain or screwed-and-socketed ends as specified, hydrotested, MTC 3.1.” Keep class and grade words in their correct standard; never write “IS 1161 Medium” or “IS 1239 YSt 240.”
Advantages and trade-offs
Decision guidance: Choose IS 1161 with the correct YSt grade for scaffolding and structural CHS. Choose IS 1239 with the correct Light/Medium/Heavy class for water, gas and sewage conveyance. Never swap them because the NB looks the same.
